The DoC may refer to the Low Voltage Directive (2006/95/EC) and the Electromagnetic Compatibility Directive (2004/108/EC), although Directive 99/5/EC includes electrical safety and EMC requirements by cross-reference. It is important to understand that these directives do not address functional safety.
Functional safety involves the risk reduction aspects associated with the proper operation of a control system. Factors affecting the functional safety performance of control systems include their ability to avoid, tolerate and detect failures, which is influenced by component reliability, system architecture and avoidance of system errors.
Cranes and other lifting machinery fall within the scope of the Machinery Directive. The Machinery Directive includes specific "Essential Health and Safety Requirements" (EHSR) related to functional safety, and several harmonized standards have been developed to provide a means of designing control systems so that functional safety performance meets these EHSR.
The harmonized standard provides a method for meeting the specific "essential requirements" of the European Directive. Compliance with it provides a presumption of compliance with the essential requirements within its scope.
The harmonized standards applicable to the Machinery Directive are divided into three classes. class A deals with the basic safety of all types of machinery. class B deals with specific safety aspects and safeguards. class C is specific to a particular type of machine and is usually developed by adapting the requirements of class A and B standards to a particular machine. Functional safety is one aspect of the safety performance of a machine and therefore the relevant harmonized standards fall into the category B class.
